The heroes of yesterday are dead and gone. Division and the Mutant Control Enforcement Agency (MCEA) saw to that. This dystopia we live in is the result of one anti-mutant hate crime that sparked the third world war. The law now requires mutants to register, to spend the rest of their lives being a number on a file with a tracking device on their wrist or in their bloodstream.

For a while, the children of fallen heroes started to work in the shadows as the new X-Men. Not all that long ago, the latest incarnation of the X-Men was brought down in flames by Division's efforts. Team members captured, Agents killed, Cosmic fire everywhere... It seems as though the days of the X-Men have come and gone once again. Or have they?

WHAT'S THE SETTING?
    GotA: Road to Ruin is set in a futuristic post WWIII world in repair, which just so happens to resemble a post nuclear holocaust. It’s no where near as bad as the worlds of Terminator Salvation or Mad Max but it’s worse than the world of Dark Angel. We like to think it also has elements from Firefly and I Am Legend. Think about it this way - in a war usually small towns and the middle of a country are ignored. Unless that is where the core of civilization lives, like Iraq. In the words of Dr. Egon Spengler: "I think this building should be condemned. There's serious metal fatigue in all the load-bearing members, the wiring is substandard, it's completely inadequate for our power needs, and the neighborhood is like a demilitarized zone." And to think all of this madness was caused by mankind's war on mutants.

WHAT'S THE STORY?

    In short. people got stupid. Mutant and humans alike. When extremists on both sides crossed lines of morality things escalated exponentially to full on civil war and most of the east coast became a hot zone. Now as humans and mutants lick wounds... the rebuilding can start. There are some who cannot forgive or forget. others want peace... and they would kill to achieve it.

WHAT'S THE WORLD LIKE NOW?

    You're either rich or you're poor. Middle class is the dying breed. Fuel isn't easy to come by, but fresh fruit is usually just as hard to acquire. Advances in technology have mostly been towards biological applications. Things like the internet and cellphones and television still exist but Big Brother is monitoring more closely than they used to. It’s a sad sad world. Global depression has that effect on things. Major cities especially along the coastlines will have seen the most destruction and those with heavy military resources. San Fransisco, Pearl Harbor, San Diego, Los Angeles, Pensacola, Norfolk, (the whole of New Jersey / New York), Washington DC and so on. Stuff in the middle is going to be relatively unscathed but still suffering from the crippling side effects of war. Inflation of food and supply prices, influx of people, the aftermath and fallout over what was equivocally like dropping an H-bomb on New York.
WHAT IS THE MUTANT REGISTRATION ACT AND HOW DOES IT AFFECT MY MUTANT?
    The Mutant Registration Act is a law that requires all mutants residing within the United States of America, and several other countries**, to register themselves with the Government. In order for a mutant to register your mutant or his or her parents would of had to of taken them to the nearest Registration Depot where they would of first been subjected to a blood test to prove mutant status. The process is lengthy including paper work and revealing their power to the agent in charge of their case. All cases are by number and not by name to protect the mutant. This number is then printed on a card not dissimilar to a drivers license and the mutant is required to carry it on his/her person at all times. On top of this they are injected with a tracking node that will remain in their bloodstream. For those mutants whose skin are impenetrable or the nanobots are otherwise incapable of proper circulation a tamper proof tracking bracelet (not unlike the ones used for house arrests) are required. Mutants who do not comply are more often than not sent to the mutant detainment facility, Muir Island or their sister facility on Ryker's Island. Those mutants who openly and blatantly flaunt their mutant status without registering are known as Anarchists and the Mutant Control Enforcement Agency are allowed to use lethal force to bring them in if necessary.

WHAT ARE THE CURRENT GUN LAWS IN THE US, ILLINOIS AND CHICAGO?

    Gun laws in post-WWIII America are much, much more strict as a part of a half-assed peace gesture to the mutant community. There are no more unrestricted carry jurisdictions they're all shall-issue or may-issue states with the latter being the majority. The protocol is much the same but the background checks take longer, you have to take and pass a psychological test and pass it on the first try. However, your application can be denied if you score a little too well on any given test without sufficient evidence to support a plausible explanation. While you may own a gun, civilians are not allowed to carry them in public unless they are unloaded, in a proper case and are being transported between locations where they can safely and legally store or fire said weapon.

    Private sector companies such as Detective Agencies or or Security Firms have more access to higher quality and caliber weapons than an ordinary civilian would. Concealed weapons permits can be granted to people in these fields on an employee by employee basis. Ammunition availability is based on the size and type of both the company and the guns. Companies are required to keep an accurate inventory of everything that falls in a weapons category as they can only purchase x-amount of ammunition per calender year. Companies who fail to keep these kinds of records could lose their weapons licensing and face both steep fines and possible prison time should they be targeted for what has been nicknamed an "ammo audit" by the ATF.

WHO, WHAT, HOW...
CAN I PLAY A KNOWN X-MAN / MUTANT?
    It actually all depends on the character in question. We ask that those wishing to play established marvel-verse characters to contact an admin first, otherwise your application will be denied automatically. If you bring your idea to an admin with a justifiable reason and an explanation to how/why the survived WWIII and are now living in dystopia, we may consider the possibility, even though we prefer next-gen originals. If your character doesn’t quite work with GotA we’ll let you know and help you if we can. Once you get the greenlight from an admin you will be free to apply and once accepted play the character.

CAN MY CHARACTER BE THE CHILD OF A KNOWN X-MAN/MUTANT?

    It depends. First you should check the canon list and family relations thread to see if that mutant/mutant pairing already has children on the board. You also need to get the go head from the admin, just so we don’t end up with 50 children that once lived in Wolverine’s junk.

CAN MY CHARACTER BE A SIBLING OF A KNOWN X-MAN/MUTANT?

    It's possible, yes we understand this is somewhat au, but if there's not good reason or cause for having them it might not fly. it really depends on the character in question. you'll notice holly guthrie on the canons, she is the baby sister of known x-men which was made possible because in the marvel universe she is listed as an unnamed sibling. to have an character like this you must have admin approval.
CAN MY CHARACTER BE THE SIBLING OF A CANON?
    It's possible, especially since several of the canon characters are mentioned as having siblings. You should still probably refer to the question above, since it is the canon list. If the Canon is not mentioned as having a sibling then this type of character would have to be approved by admin, but also if the canon in question is taken the player who plays that canon would have to give their seal of approval. Some siblings of mutants may not have x-factors or may be registered. It just has to fit in with the canon and the game play.

CAN MY CHARACTER BE AN ORIGINAL X-MEN TEAM MEMBER?

    At this time, no. We do accept plenty of original characters, but we also have a huge canon list. We will accept original X-Men only once the canon's are taken. In order to be a X-man teammate your application should include details of how they were recruited and how long they've been with the team (which must be at least 6months) their powers must also be in control.

CAN I MAKE MORE THAN ONE CHARACTER IN THE SAME MEMBER GROUP?

    Since we currently only have Five member groups it is entirely plausible, to have doubles. We would however prefer for you to mix it up a little not go for doubles right off the bat, maybe wait until number four? That's not to say we encourage people making half-hearted characters in order to hit the double. It is mostly because certain member groups are obviously more popular than others, and having a massive imbalance is not awesome. Thanks to M-Day there will always be more humans in the world than mutants. Having two canons of the same group is a no, and we'd prefer if a secondary character was part of another member group vs. the same one someone may already have a character in.

DO YOU ALLOW CROSS-OVERS?

    Not from DC or other publishers. When it comes to Marvel it all depends on the situation, character in question, their backstory and absolutely must have admin approval. Oh and they must have some relevance to the X-Men universe. For instance Division owns Stark Industries and uses that technology for their nefarious purposes, and the Okonkwo twins have a (former) X-Men mother and a (former) Avenger father. we will consider it you simply have to proposition the admins (and gain approval of two) to have a cross-over marvel based character, for example the child of reed richards and sue storm, we'd need a good explanation as to why they should be an accepted cross-over.

    notice: if you apply with a cross-over character without gaining admin approval your application will be denied outright, with no chance to petition to allow the character in play.

WHAT SORT OF POWERS ARE ALLOWED?
    Here on GotA:RtR we accept all sorts of powers, so long as they meet a few requirements. though to be honest we prefer those of an original or less popular nature. remember not all mutants are level fives, some may not have even come into their powers yet, and every (yes every) power and individual has it's weakness. If you do not have a weakness present it is considered to be trying to make an all powerful god-like character, which is not allowed. You will be asked to add it. if you don't an admin may do it for you at administration discretion. the stronger the power the higher likelihood that the weakness/downside is greater. cyclops had powerful optic blasts, but always had to keep his eyes covered with special ruby lenses. rogue could absorb all kind of powers and use them to her advantage, it also meant she could never really have physical contact with another living soul skin to skin. you see where we are going with this? we are trying to maintain a balance with the characters here and keep the power hogs at bay. we encourage creativity in regards to powers, and you can get inspiration from anywhere for them so long as you remember every power has its downside. if we start to see too many of the same type of power (like telepaths for instance) we will ban that sort of power until more original ones come about to give the board balance.

    Remember: if your counter balance weakness still allows your character to seem all powerful you will be asked to add additional restrictions to their powers. if you do not (and refuse to add, especially after an admin has addressed the issue) you face the creativity of the admin team to give you a weakness. i guarantee we may pick something that amuses the hell out of us. and yes, we will be looking and expecting you to play within that weakness.

IS THERE A LIST OF POWERS TO PICK FROM?

    RTR doesn't have an official list to pick from but we do have a listing of powers that are currently in play, it can be found here. Not to mention that the canon mutants all come with pre-determind powers, many of which are open to interpretation. There are a number of sites on which you can find powers and power descriptions, links to a few of them will be provided below. Just don't forget to counter balance your powers!

    If you still feel like you're struggling with ideas you can look over the Marvel / X-Men database, or get inspiration form any source. There have been plenty of shows and movies. Heroes, Alphas, Sky High, Charmed etc.

WHAT'S AN ACCEPTABLE WEAKNESS?

    anything within reason. we simply ask that you use some common logic. lets say you want to create a character who is a natural lie detector, and can make others tell the truth (whether they want to or not). some really good limitations for that sort of power would be the power is touch activated. without physical contact someone could still just as easily lie. another is that the power won't work on telepaths given that their mutant power is within the brain itself. since the example power is a two-fold power, lie detection and truth telling, it would be best to use them both. a weakness for each aspect of the power.
IS THERE A LIMIT TO HOW MANY POWERS?
    yes, absolutely. no mutant is allowed more than two powers. and that is very, very, very rare. much like twins. we don't want to see a whole lot of the same powers, or powers that clash. example your character could not be a hydrokenetic and a pyrokenetic as those two powers are contradictory. if, and we stress this, if there is a second power it must be complimentary with the first. magneto wasn't able to fly as a second power it was part of his ability to affect the magnetism around him. to be honest we would much prefer people only having one core power which can be further developed. the more a mutant trains and embraces that power the more likely it is for them to later develop additional aspects of it.

HOW EASY IS IT TO TRAVEL OUT OF THE US?
    for the x-men, offgrid and division member groups it will be relatively easy to move about. given that division is station mostly out of Muir island, scottland and have strong holds all over and get sent on tasks all over they will move a lot. offgrid mutants will find ways around by legal or less than legal means, given that they are hiding out and tend to move around a lot to keep division off their tails. the x-men will because they are big damn heroes.

HOW EASY IS IT TO MOVE THROUGH THE VARIOUS STATES?

    very easy. just as easy as it is today. it's not like places have gone into their own state borders and declared marshal laws. it's not the hunger games where every one is a different district. it is still the united states of america, it may be broken and damaged, trying to rebuild its former glory, but it's no different than the world we live in now.

    however, there are some areas that could be harder and do have some border policies. Some major cities also conform to this. Muir island is another, as is Rykers both of which are heavily guarded and patrolled by division. some of these cities that have had influxs have introduced the boarder policy to ward off crime rate skyrockets.

ARE THERE AREAS THAT ARE MORE MUTANT TOLERANT?

    yes. just like there are places that are going to be less tolerant. country wise switzerland, england, ireland, spain, japan and the entire continents Australia(and its surrounding island systems) and africa (save for egypt) are mutant tolerant. those areas that are somewhere in the middle include most of Europe, China, Canada, France, Mexico and Central Americas, United States is on a teetering cusp of being semi-tolerant and non-tolerant. Lastly places you likely don't want to be if you're a mutant, Almost the entire South American continent, Germany, Russia, Mongolia, North Korea, Egypt - they kill muties yo.
WHAT ABOUT STATE TOLERANCE FOR MUTANTS?
    ohio, utah and nevada are the currently the leading state for the most tolerance of mutant kind. However ever since the capitol moved to Chicago, Illinois has slowly begun to join their ranks. A lot of the greenbelt areas and states follow the same. but not all of them, mississippi is number one on mutant haters list. thinking about it they had the kkk, slaves, killed people a lot. it makes sense that they hate mutants. where as Louisianan is fine with them. but mutant tolerance varies throughout the state kinda like the acceptance of hippies in california. more accepted in the north, less accepted in the south. that notion could also apply to the states ala throw back to civil war times. New York had been the lead in mutant acceptance which is probably why so much of it was destroyed. there were a lot of mutants living there.

WHAT IS LIFE LIKE FOR A REGISTERED MUTANT?
    As far as the mutant groups go, registered mutants generally live fairly average lives. Yes, they sometimes get harassed for being mutants, especially by MCE Agents/Cops, but not having to lug around that secret and hide themselves away really makes things easier on them. While they are always being tracked by big brother only a handful of them live in “glass houses” - the ones that the media loves to bother. Aside from having to check the ‘mutant’ box on surveys and official documents, having to carry their registration card with them at all times, and the occasional camera in the face (news or tmz/mutant watch cameras) they live fairly normal lives. The only time the MCEA really looks at or actively monitors mutant positions is when mutant related crimes occur. Being registered also gives mutants a special bond/support group that a lot of other mutants don’t have due to them being in hiding.

WHAT IS LIFE LIKE FOR AN OFFGRID MUTANT?

    Life for offgrid mutants generally varies by power, personality, and personal history. Many mutants in this group are constantly moving from place to place. Constantly on the run from division and the mcea. Things are tough all around, especially for these guys. They essentially have to fight for survival. Living in abandoned buildings, or occasionally staying in safe houses set up by mutant rights supporters. This also means that the vast majority of offgridders don’t have stable employment and have to find ways to make money either legally or illegally. When you’re living day to day everything is in the grey area. A person’s got to do what you’ve got to do to survive.

WHAT IS LIFE LIKE FOR THE X-MEN?

    The X-Men live out of an old firehouse, together, which means a lot of having to adjust to living with their shiny new extended family. They don't go around waving their mutant status in peoples faces the way others may or may not do, in fact they do their best to blend in with the crowd. Blending in makes for easier getaways, hence their lack of official team uniforms. THEY ARE EACH OTHERS SUPPORT GROUP SO THINGS ARE AS NORMAL AS IT WOULD BE IF THEY WERE REGISTERED. ASIDE FROM THAT IT REALLY DEPENDS ON ANY ONE SPECIFIC X-MAN’S POSITION, RESPONSIBILITIES, and temperament. They have the perfect balance between registered and offgrid, and collectively have access to all the things they require for their big damn hero routine.

WHAT IS LIFE LIKE FOR A HUMAN?

    Really its no different than how we live today, except for the fact it is all post-WWIII and everything sucks. There is that tough economic strain on people everywhere human and mutant alike. A lot of blackouts and brownouts, and sometimes the most common things will become hard to find while some of the strangest things become easy to find. Some humans will live in fear, some will even have an intense hatred of mutants. Others support mutants and go out of their way to help them - even to the point of harboring them in their homes. Really you have a full spectrum of how people can react and then there are the extremist the Purifiers.

WHAT IS LIFE LIKE FOR A DIVISION MEMBER?

    Life for members of division is based on what their status within the organization is. But for all members of this group one thing is consistent: everything is structured. Everything goes by chain of command. You get an order from the higher ups, you fucking do it or risk getting yourself shitcanned - or worse. While there are mutants in division’s employ they are watched very carefully by their handlers. Those who operate off of muir island tend to live on the island for most, if not all, of the year. Those who work on rykers island usually live in new york city. Not all division members hate mutants, however they know if they show even the tiniest glimmer of sympathy for mutants they will get themselves either fired, killed, or spend the rest of their lives in prison - it really depends on the person’s clearance level or if they have outlived their usefulness.

CAN MY CHARACTER HAVE THEIR OWN TRANSPORTATION?

    yes. however most are likely going to run down, and if they are gas reliant very expensive because the gas prices have shot higher than ever, so to drive around you'd have to have the money to do it. unless the vehicle is a form of hybrid or works on a new fuel sources (like solar). motorcycles and fuel economic cars are more likely becoming common.

    due to the fact that the x-men have a few super-genius' on board and one who deals specifically with mechanical engineering as his mutant ability, all x-men's transportation have been modified to not rely on any form of gasoline. The only other thing that comes close is Division with conjunction of Stark Industries. Of course they are lacking the genius - so their vehicles aren't quite as advanced. but it does apply to all jets/battleships/war machines.

THE 411 ON THESE LAWMEN TYPES
WHAT IS DIVISION?
    Division is a multinational corporation which started out as a humble medical research company. Over the last twenty years they've grown into a multi-billion dollar R&D giant who specialize in all things mutant. The world has these joyless suits to thank for the development of the yet to be FDA approved x-gene suppressing drug known as Ratifivant. They are also the leading experts on mutant containment and have custom containment facilities all over the world. Including Muir Island where they also happen to continue their highly questionable research.

WHAT IS THE PURPOSE OF DIVISION?

    Global domination. Division's purpose is to control, contain and eventually "cure" mutants. All while reaping the financial rewards while mutants die. Allowing the citizens of the world humans rest peacefully knowing that the most dangerous among them are locked away.

WHAT IS DIVISION'S CONNECT WITH THE GOVERNMENT?

    When the tension between the humans and mutants finally came to a head Division was conveniently on hand to assist the frantic government. Eventually becoming the go-to people for all things mutant related. Once they gained the government's trust, Division started pulling the strings without our politicians even realizing it. However there are those within the system that have seen Division's real face and know that if they speak of it, they'll be next on the hit list.

WHAT IS DIVISION'S CONNECTION TO STARK INDUSTRIES?

    When Tony Stark was framed by Division Infiltrator agents for treason the government seized all of his assets as well as his family's company. Division has since purchased it and has taken control of the company. Sucks to be them though, since Starks never actually patent the good stuff.

WHAT IS THE MCEA?

    MCEA stands for the Mutant Control Enforcement Agency. Formerly a branch of the FBI, currently a government and Division sponsored independent agency. They run the mutant registration bureau and hunt down rogue/fugitive mutants. Their Headquarters is based out of Rykers Island and run by a man named General Horace Veers under the watchful eye of Division's CEO Director Grace Renfroe.
